I did resolve the issue though and like many above me stated and perhaps not with your case it must do with permissions.
I had tried the flash uninstaller, the ACL tool the reset furnished by adobe which both did nothing. Played around for a time with Internet explorer checking registry when I realized I did not have access to permissions to your object. I restored my permission with it but still had the which got me for the installer is assuming my permissions where there must be more entries it's trying to make and is also unable to.
First - You can have Administrator rights still have this matter. Generally, when you have Admin rights that can be done most but on some files, folders, objects you possibly will not have those permissions on those objects or perhaps my case, to be able to do no matter the installer requires as they are able be set individually.

I bought from Dell with Windows 7 as well as the Xp Downgrade.

Id rebooted to safe mode just before entering the command. I copied the repair folder to some flash drive.
